President Obama 's proposed levy on banks' wholesale liabilities could reduce Barclays' 2011 net income by 14 percent, according to JPMorgan . Amassing a retail deposit base in the United States could help ensure that further growth is financed by relatively stable customer deposits rather than by short term sources of funds that can dry up. That might also fit better with reforms being examined by the Basel Committee, which sets international banking standards.

Varley fuels talk of US takeover by Barclays (The Scotsman - Banking) - 19:00 ET Mar 10, 2010

Varley said he wanted to increase the ratio of non UK to UK retail banking business, but "with the emphasis on creating critical mass in markets where we have a greater presence". Barclays has no retail ranch banking business in America, but a strong investment banking arm boosted by the acquisition of Lehman Brothers' US operation amid the financial crash. The UK bank is not believed to be in discussions with any US retail peer about a takeover. Mike Trippitt, analyst at Oriel Securities, said: "It would make sense, and if they do, it would make sense to do it in size. If ever there was a time to do it, this would be it."

Credit Suisse analysts have estimated UK domestic banks , Lloyds, RBS and Barclays , would have to issue 420 billion to 750 billion pounds in wholesale long term funding over the next three years to maintain existing balance sheets and meet new liquidity regulations.

Barclays dips on US acquisition talk (Guardian - Market Forces Live) - Mar 10, 2010

Banks are mostly edging higher at the moment but an exception is Barclays on talk it is interested in a US acquisition.Barclays shares have dipped 2.7p to 343.1p after reports it is eyeing a US retail operation to help diversify away from its booming investment banking business. Danny Clarke at Shore Capital commented:The acquisition would help rebalance the group's operations away from Barclays Capital, towards its longer term target of around one third contribution from Investment Banking operations. Recent acquisitions of US Retail operations by UK Banks (notably, the acquisition of Household International by HSBC) have had somewhat mixed success
