PATHUM THANI, (TNA) – The Memorandum of Understanding (MoU) on overlapping Thai and Cambodian maritime claims if revoked will not affect Thailand's energy security, according to PTT, Thailand's largest energy conglomerate, and the energy ministry.The Ministry of Foreign Affairs will propose to the Cabinet on Tuesday to consider revoking the MoU signed by Thailand and Cambodia in 2001.It will not directly impact PTT as the companies granted concessions both through Thailand and Cambodia to foreign companies from the United States, Europe, Japan and Australia, PTT president and chief executive Prasert Bunsumpun said.However, cancellation of the MoU will delay petroleum development, he said.PTT

Thailand's PTTEP has had to abandon its fourth attempt to plug a leak from a blown out well bore at the Montara development, off the remote Western Australian coast, asthe country's federal government faces claims it has "ignored" the environmental impact of the spill.The latest attempt was thwarted after the drilling assembly failed while being run in the relief well hole.PTTEP said it was retrieving the assembly and would then continue preparations to make a new pass to intercept the well casing early this week.Today, the opposition's spokesman for environment Greg Hunt said Canberra needs to bring in international experts to deal with the situation."It's been nine and a half weeks of complacency, nine and a half weeks of belching oil and nine and a half weeks of continued failure," he told the ABC.Hunt added the spill is a marine disaster of epic proportions and the federal government is "ignoring it"."It's an out of sight out of mind philosophy, if this spill were occurring off the coast of Sydney or Melbourne the federal government would be up in arms," he said.A

Leak won't hurt PTTEP financially (Asian Energy) - Sep 18, 2009

Maritime Safety Authority observations indicate the size of the spill is reducing, said Lauren Tindale, a Perth based spokeswoman for PTTEP Australasia.Vichitr Kuladejkhuna, a DBS analyst, maintained his previous estimate that the incident may cost the company between US$10 million and $50 million, depending on how well and quickly it controls the situation and limits the damage.Damages in the range of $10 50 million would result in a drop of PTTEP's profit by 6% next year from this year, said Mr Vichitr.Bualuang Research analyst Thanatthep Chandrakarn agreed that the expense should not be more than the $75 million estimated earlier.However, according to Mr Thanatthep, the company may set aside an additional $50 million for unexpected additional costs such as compensation in case the Australian government or a third party sues the company for environmental contamination."In a worst case scenario, we believe that the operation of the Montara field would be delayed by 60 days, with a drop of profit by 5.6% for 2010 from this year.
